Lack of Consistent Disability Employment Policy Leaves Persons with Disabilities Vulnerable in Ghana

The Executive Director of the Community Development Alliance (CDA-Ghana), Mr. Salifu Issifu Kanton, has highlighted the ongoing challenges faced by persons with disabilities (PWDs) in Ghana, attributing their vulnerability and poverty to the absence of a cohesive and enforceable employment policy.


In an interview with Info Radio on the program *Info Weekend Watch*, Mr. Kanton expressed concern that many PWDs, even after completing university education, continue to face rejection in the job market. He further noted that individuals with vocational skills often struggle to find patrons or opportunities to showcase their abilities.


Mr. Kanton also voiced alarm over the plight of the elderly in Ghana, describing retirement as a potential "death sentence" for many due to inadequate support systems.


While Ghana has enacted the Persons with Disability Act to promote inclusivity and rights, Mr. Kanton lamented that its implementation remains weak, lacking deliberate efforts and full commitment. As a result, many PWDs are still forced to beg on the streets, and some are subjected to neglect or even chained in homes.


He also criticized the mismanagement of funds allocated for PWDs at the district level, noting that certain district assemblies have diverted or misappropriated resources intended for disability programs. According to audited reports, some district officials, including Coordinating Directors and Chief Executives, have violated provisions governing the use of the Disability Share of the District Assembly Common Fund, redirecting these funds to unrelated initiatives.


Mr. Kanton’s comments underscore the urgent need for policy enforcement, better resource management, and societal support to empower persons with disabilities in Ghana and improve their quality of life.
